BASINGSTOKE residents will be asked for their help in identifying sellers of illegal tobacco on Friday.

A series of Hampshire County Council roadshows aim to raise awareness of the dangers of illegal tobacco and show how residents can help tackle the problem of sales of the products.

A roadshow will take place outside the Willis Museum on Friday from 9am to 3.30pm.

Councillor Patricia Stallard, the county council’s executive member for public health, said: “The sale of illegal tobacco is a serious criminal offence. Far from being a victimless crime, illegal tobacco helps fund organised crime and can make it even more difficult for those trying to give up smoking.

"These criminal activities severely damage the local economy and legitimate traders by gaining a competitive advantage at their expense, and taking trade away from genuine hard-working businesses.

"As it becomes harder for under 18s to buy from legitimate sources, illegal tobacco trading creates a cheap source that fuels smoking by young people - giving them habits that put their health at risk, into adulthood.”

Three specialist detection dogs, Phoebe, YoYo and Scamp, and their handlers from B.W.Y Canine will be at the roadshow, demonstrating their skills in sniffing out hidden tobacco.

Illegal tobacco products are either cigarettes or hand rolling tobacco, shisha or bidis, which have been smuggled, bootlegged or are counterfeit.

It is estimated that illegal tobacco makes up around 10% of the tobacco market in the UK.

I'd love to "see the math" on how one person's purchase of illicit tobacco increases another's difficulty in quitting smoking.

Sounds pretty spurious to me, being that I've never met anyone who quit smoking because they literally could not afford to continue. Try as governments might to price people out of cigarettes, an addict is going to buy.

So, for us in Canada (and I'm presuming many other markets in the world, including in the U.K.), that means that smuggled / bootlegged / counterfeit cigarettes come from factories or vendors who then sell "on the sly", under the table, and/or through a duty-free avenue, to bring down the costs of the items by saving the purchaser the taxes.  Not just "fake" smokes.  But smokes from the actual factories, properly made and packaged, and just simply smuggled duty-free smokes.  Which, from what I understand, is something in the nature of 60-80% of the market.

So....how the $%@$@# can a dog smell a carton of cigs and tell me or anyone else if it's been taxed properly and sold duty-paid, or if it's bootlegged duty-free?!!?!?!

Absolutely friggin' ridiculous.

I believe it's just a scare tactic and a way to get more intoyou belonging to look at your stuff without needing a warrant or anything. All tobacco will smell the same or to close for the dog to know its illegal.. Lol. Also I just bought a bunch of stuff which criminal organization does my money go too? Can I choose?... Lmao

In NY smuggling cigarettes from down south it is a big tax collection problem so it is my understanding that they look for cartons with specific tax labels on them that only come from certain channels (no idea on the process though).  I don't smoke cigarettes but that is my high level understanding. Maybe they have a similar thing in the UK and once the dog finds it they check the carton or box?

Dogs do love tobacco.  Don't know why that is, but if you're just back from the cigar lounge they will lick you all over if you let them . . . o.k. . . . perhaps that came out wrong . . . suffice to say that they have a nose for smoke.

In the US it's selling non-local state taxed cigarettes imported from other states which is the big deal.  Authorities look to see cigarettes being sold have the correct state tax stamp.

Dude, I AM "big brother", in many senses of the saying, and even I get that this is a bunch of horseshit, nanny-state, we'll-tell-you-what's-best-for-you, PC and PR crap.  Someone's "make work" project for a random underfunded-government department, something for somebody's promotion application into middle-management perhaps, to show how they're "for the little guy" or some crap like that.

Just another excuse to pander to another special-interest group, to add yet another layer of bureaucracy, to line someone else's pockets, because "someone" was oh-so-righteously "offended" by cigar/cigarette/tobacco/"other" smoke somewhere along the line, etc., etc.
