Although leaving these cigars with bands on to decompose is gross, I love this person's commitment to the hobby. That is actually a Power Glide flex plate. It connects the engine crankshaft to the torque converter which is the fluid coupling between an engine and an automatic transmission. And yes, it functions as the ring gear for the electric starter. The Power Glide was used from 1950 into the early 70s. About the only info I had on that was that I purchased it from a fellow that specifically sells Tri 5 Chevy parts and it most likely came off of something from the mid to late 50s.
