Weird bands on a Bolivar - What cigar is this?

I would like start by saying I do believe it's a 100% genuine cigar because the poster of this photo is a very well-known individual in the cigar community and would not post anything that's not real. 

However, if it was anyone else or at a Facebook forum and someone posting this cigar with those bands, with that look, and that 2014 EL that looks very unfamiliar, I would've been very suspicious. 

I did do a quick Google search, and CCW but came up empty. So what do you think it is? Special release? Libertador?

Looks like a Libertador. It started off as a French RE.  Ended up as an LCDH Exclusivo. The third band is from a distributor.  (as noted above).  Excellent cigar BTW.

They are not, because it ain't a salad. It's just garnish for the meat underneath.

Great to confirm thanks for add info. It did look like a Libertador. Yes, just by the look of it, it looks great.

I consider the salad/carpaccio lucky to be present!
