Go through enough cabs and you can run into them 

I get them most often on Hoyo du Maire and du Depute. Maybe Corona Gordas, rarer in Robustos.

As @Bijan notes, I've come across a few that are pretty close to Culebras. Not so much in the last 15 years but in the old days they seem to have used a winch to tie those ribbons on a few cabs. 

 

And as usual, the loose stickers and seal. The hallmark of higher-end fugazis.
