Curious indeed. I will let others more knowledgeable than myself weigh in on that. These came from Rob and PCC so I have no doubt as to their authenticity. However, according to CCW, they should have the standard A band. I will chalk it up to Cuba being Cuba

This was my exact conclusion too. Furthermore, the most likely explanation would be because Standard A bands were short at the time of production, and so Standard B bands were likely used because of the "nothing goes to waste" policy when it comes to cigar production.
